The Hazardous Wastes Rules (2008) regulates the generation, transportation, storage, recycling, import, reuse, and treatment of hazardous wastes. Industrial hazardous waste is any waste which by the characteristic of its physical, chemical, reactive, explosive, toxic, or inflammable attribute causes and can cause harm to the environment or public health, either standalone or in mixture with other substances. The National Environment Policy stipulates effective measures around industrial areas engaged in activities related to petrochemicals, and oil and gas.

Classification of Hazardous Areas. The Bureau of Indian Standards (BIS) has classed hazardous areas into three zones according to the degree of possibility of the presence of hazardous substances in the vicinity of the petrochemical and gas pipelines.
Zone 0 Areas are the least hazardous places. Examples include vapour space above closed storage tanks, process vessels or closed containers, and areas containing open tanks of flammable, volatile liquid.
Zone 1 Areas are more hazardous places because flammable gas or vapour concentration in the air is likely to be higher under normal conditions. Also, flammable atmospheric concentration is likely to occur frequently due to leakage, repairs or maintenance. It’s also possible that the piping system containing valves or other fittings is in an improperly ventilated area.
Zone 2 Areas are places adjacent to Zone 1 areas. These areas are unsafe because the abnormal operation or failure of ventilating equipment can allow atmospheric vapour mixtures to rise quickly to flammable concentrations.
